The pending request is a hold. Banks hold the money for X days. After that, the pending payment expires and the money is then release back to the account.
It means they are expecting the request.
If the payment shows as failed on Steam's end, then something failed along the path and the purchase needs to time out.
Valve can't do anything as it is the bank's process that needs to time out for them to release the funds back to the account.
Then go talk to your bank.

Commonly when a payment times out like this, it means your money has NOT left your account. It's just set aside so you can't use it.
It sits there waiting to see if any end of day routines fix the issue. If it does, you'll likely wake up the next day and see it went through (this is maybe what happened to you in the past). But if it does not, then it typically sits in your account, ring fenced for about 3 working days or so, upon which time it is freed up again.
If you are using a PROPER bank backed card, then you can ring them up and ask them to check the transaction failure, and they can return the funds instantly. But if they're a crap bank, or a third party payment provider they won't be able to do this.
So in those cases, you simply have to wait for the money to be freed up again in a few days. Note also it's the weekend so it can be 3 WORKING days.
Got this thing sorted. Steam actually said that they cannot refund the money into my bank so gave me steam wallet credit of the same amount. Works for me.
Most vendors will either present the funds back the same way as you paid (indemnity) or offer credit. Obviously if the former fails, then the latter is the only option.
