However, where do you read version 3.3 ? I read version 1.3 ; are you sure this is the same as 3.3 ?
No, it's not. Assuming the GLSL 1.3 actually refers to "1.30" (there is no 1.3), it would correspond to OpenGL 3.0. Thus, 3.1 should be fine.
and there was also another comment by someone else when i wrote this, but that is gone now for some reason, so i do that again
opengl is not something you install manually. the necessary files come with the game and the actually supported capabilities of your gpu are done by the gpu drivers, which in case of intel should be pretty much handled by windows itself.
