In the backup process, windows tries to keep security of the last windows installation in tact,
One of the reasons why specifically program files is flagged read only is because it was made by windows basically. So this new windows is like "oh thats from a different windows. must be preserved".
its very simple you cant write whats been blocked thats why dump code is used and you cant write it. ( this is same as whitlelist app or make allow rules, some apps need it's config app also added.
its been said in over a year here in "help & tips", in many diffrent post.
feel free to try safe boot mode, most antivirus app is turn off doing such test and not loaded in the safe boot test.
Otherwise permissions issues can be generally resolved by launching steam as an adminstrator once to fix said permissions
It should just be run. It doesn't need more than user level permissions. If it does something is really weird with your installation.
(yes, it doesn't need admin even to install itself or games in program files)

For this go into steam settings > STORAGE > STEAM LIBRABRY FOLDER > click on the three dots on the specific drive and click repair folder.
