There's a reason why that's so cheap. Its because every spam provider on the planet uses it. Its why nearly every spam filter on the planet blacklists that entire TLD
The site needs to get trusted. To do this, the site needs to have existed for a while with the proper SSL encryption.
Steam uses Google Safebrowsing to determine of a site is safe, so ask Google Safebrowsing to check your own site to get it validated and trusting faster.

Google Safebrowsing still has the OPs site registered as unsafe:
Google Safebrowsing blocks the site. That is why it doesn't work.
(The email cannot be checked because of the block, so steam finds it invalid.)

So OPs site has at most been live for 4 months, but this doesn't explain how long the pages existed on the site. Still, its more than enough for it to be detected valid if they set stuff up properly.
Anyway, yeah, old thread, but it contains false information.
The .xyz top level domain is owned by Cloudflare. Cloudflare is a trusted international company and one of Valve's partners. It wouldn't make any sense to block a TLD, especially not one belonging to one of Valve's partners.
