So first all, system requirements are always a little bit fuzzy. It doesn't necessarily mean the game won't run, just that the developer doesn't really want to support every possible (ancient or low end) hardware combination around.
So your CPU is a bit slow relative to the system requirements. They're a bit vague on the model specifics, but they almost certainly don't mean a Core 1 Duo or a Pentium D dual core.

So it might work, but without some sort of verification I'd be hesitant to say it would work well enough for most people to be happy. But I do know you can often youtube videos of people running X game on Y ancient or low end hardware and get a feel for the performance you might get. So I'd check that out to see what you can find.
Otherwise you could always try the game and use Steam's refund policy, as long as you stay within the refund window.
Try YT like Brockenstein suggested or ask in the games forum as someone there may have had experience with similar specs.

Then yes it can be considered modern. Any game in the last decade can be considered 'modern'

your hardware was already 5 years old when they started working on the game.
Doge, one thing you're going to have to get used to is people being snotty, flippant, or curt when they're addressing dated, nine year old hardware. It's not personal, they just don't really have anything useful to say.
And whether you want to argue the Forest is modern in 2018 or not is a secondary issue to it being much newer than your hardware, which was pretty low end back in 2009. And whether the Forest is modern or not, either subjectively or objectively, doesn't really change your situation.
