"Failed to start game with shared content"

Whenever I update Rainbow Six Siege specifically, I always get an telling me:

"Failed to start game with shared content. Please update these games first:"

Steamworks Common Redistributables

Even after visiting the help page for the specific issue, I can't seem to fix it. The only solution I could find was to restart my computer, which takes a long time as my computer is pretty old. Is there a workaround for this or can it just not be fixed? This only happens for Rainbow and no other games, and I can't seem to find out what "Steamworks Common Redistributables" is so I can't update or even find that in my library at all.

steam settings -> downloads -> clear download cache
will prompt to restart Steam and relogin into Steam, confirm.
