It might well be you've filled your taskbar, or rather when you open Steam it goes over full, and then defaults to your system tray.
Try moving something else off your taskbar temporarily and see if it persists.
It's also doing the same thing on the kid's computer now.
So, I'll look into the Windows taskbar settings and see if I can make it stop.

It's only steam doing this, I suspect it's a great idea by the person who thought it was smart to make the close program X button do the job of the Minimize button....
Well, I don't know what to tell you. I ahve a full taskbar as I have Win 10 setup, and only three things typically open at any given time, so it doesn't have to be just open stuff on there. Plus, Steam is one of those things, and I'm not getting this, so it can't be solely a Steam thing, nor a Windows thing or it would happen to me.
It might be a setting under Windows you have regarding the taskbar as you say - maybe someone has resized the Steam icon or something weird like that so it freaks Windows out.
Really hard to tell without more investigation and fiddling around.
The problem seems to come and go, and isn't happening right now, so I'm hoping they did some fixing. I was seeing it on four different computers.
checked if it was Windows shuting the client down, but actually its stil open, the mini window shows up as i move the cursor over it on task bar
When it happens try
unpin from the taskbar
Exit Steam
Load Steam
Pin to taskbar
I've had it 2/3 times in the last year and doing what I said above fixes it
