Its possible in your instance your GPU has been damaged.
If it is your system would have defaulted to your onboard integrated and is no longer using your dedicated gpu.
This would explain why you have a display desktop access and are also able to Open Steam.
But the onboard gpu may not have sufficient resources to load and play the game.
Hense you will just see now playing.
But you can check this.
Open the device manager diaplay adapters what adapter is being used.
You may have to see someone in your area to test all your hardware.
Also, it's not a bad idea to do a integrity scan of your OS.

Also if some other component has issue like VC++ runtime, it may be not caught by integrity check, but reinstalling may help.
This problem with only one game, or all?
Have you try full shutoff to PC? Turn off PC, unplug power cable, hold power button for few seconds, then plug power core, and turn on.
If you uninstall game, ensure to delete game folder so nothing left behind, and install.
Depends on how fast their internet, if slow then best not to uninstall, and check the forum for similar issue.
VC+ won't be pick up, it Microsoft driver have to manually uninstall, and reinstall if there something wrong with it. Steam can only compare files game Dev uploaded to them, and verify, it can not test Microsoft driver.
If your system is properly earthened, its unlikely it caused any hardware damage. Power outages are usually a result of the ongoing difference on Life to be too low (not too high) compared to the usual. (The usual being the set power)
On an older system it can be due to the difference between Life and Neutral (again where life is too low compared to the neutral). Sensitivity depends on the system. The click happens instantly and both Life and Neutral are then drained to Earth.
There is no overvoltage, no shock, no "suddenly something heating up", so there likely is no damage.
Considering how complex city grids are made, an overvoltage shock is extremely unlikely.
If it was due to house hold equipment, you may have put too much stress on your small amp plug (and need to pay for more electricity), again too little power on this one plug and boom, no electrical net.
As such... I need to know about your system.
Is your Personal computer a 'laptop' or a desktop? What OS are you running?
Are you cabled to the internet or do you use wireless, (is the box connecting you to the Internet Access Provider in your house cabled, or wireless as well (by this I am refering to how it connects to the IAP) )
What else happened:
just before the power outage, a windows update maybe?
after the power outage, a windows update?
(do you even use windows?)
I don't think the poweroutage has to do anything with it, but for the heck of it: How did the power outage happen?
Did you notice anything odd on your screen, like weird patterns just before it turned off?
