It's VERY common for USB plugs (and sockets) to get worn or wobbly. If there is ANY wiggle at all then you can get issues like you have. simply because the connection isn't good it will repeatledly try to connect over and over causing this problem.
So have you tried using different USB sockets? Have you tried using different cables (if you can)?
As a last ditch if things are a bit too loose you can CAREFULLY get some pliers to close the USB plug a bit so it sits more snugly - emphasis on the careful though.
I also tried uninstalling the drivers for my PS4 controller which hasn't worked
It seems like the only fix was to reinstall windows 10 and yet that only worked for a short period of time. i cant imagine it's some other program on my PC that causes this issue

Your mouse, I assume is a USB device. The PC sends signals to it constantly and waits for a change in the reply the mouse gives. Its data packets are basically constantly the same size. It doesn't make sense for it to cause lag.
I think you may have a very hefty keystroke logger or man in the middle somewhere that is slowing down your pc as it registers specific key presses (input from the user) for some reason.
I recommend you to look through 'services' and see if there is anything odd running there.
Do you have software that converts keystroke presses to different forms of input or keystrokes? That maybe related.
Either there's faults with your motherboard and/or USB ports on that board, the drivers maybe. Or those ports are not getting enough power and are dropping in and out regularly.
sfc /scannow
This Will do a system scan of your os.
Have you tried other mouse and keyboard yet to see if you can isolate the issue? Try other USB ports aswell and check if they display correctly in device manager
it was nvidia display container causing it, solved the problem by disabling it in "System Configuration" services tab
If anyone in the future sees this, I recommend running a safe boot through System Configuration to see if it's a similar program causing the issue
