if you try it in a webbrowser site elements need to be unblocked in firefox f.e. for the captcha to appear.
in client there can be caching errors. steam settings -> webbrowser -> delete cache.
steam can not do anything to fix it because the issue is on your end.
I have tried Firefox, Opera, and even Internet Explorer. I deleted the cookies and the cache.

I checked on the internet, and this is an ongoing problem with Steam that they refuse to fix.

Try launching the Steam Client itself. It's much easier there. And the caches wuddih referred to are for Steam Client. Not the Steam webpage in a regular browser. You clear the cookies and cache i Steam's internal webbrowser via the settings menu in the Client.
And "I checked on the Internet" means nothing. You honestly believe that everything and anything you see on the Internet is accurate and up-to-date?
Have you even read the FAQ page for how to change your email on Steam, and slowed down enough to actually follow the pretty simple instructions?
