You can lower resolution until it looks like a PS1 game. Beyond that, I'm afraid you'll need a hardware upgrade.

Valve does not disclose the exact cheat that gets detected to cause a VAC ban anyway, so anyone that says "I was banned for (insert excuse here)" has no proof as there is no official source of that information from anywhere to anyone.
If you normally play at fps like that how exactly do you expect it to play at 100fps? The hardware is to weak to play it at 100fps
No, the fact the account used KNOWN cheats got it banned by VAC

It doesn't matter. Your pc is not good enough for what you want.
Those software can modify things that VAC detects as cheats. You also have not idea WHAT is actually being done. Just close all non gaming software instead of running another software to supposedly "boost FPS".
The laptop sucks. No won't give you 100fps, not even an odd spike to 100fps if it can't even maintain 60fps. Look at the youtube link I dug out for you. Making some changes should help smooth out some of the dips but no software or anything you do will ever get you 100fps with that laptop. It is NOT a gaming laptop. It's a basic office based laptop!
