To switch, you would just log out of Windows, and your brother would log in. Quick and easy.
Now I see that I'm replying to a year-old thread that somebody resurrected. (A couple of times, a month ago and just now.) I'll still post because I think the information is pertinent. The best solution in this case actually has nothing to do with Steam at all.

Its well documented, so it should not be difficult to install and use.
In Big Picture Mode, yes. They added the quick switch feature back. As long as the device is already authorized, you don't need to enter in your info or guard.
Yep but now they added that feature to normal view mode if you dont like big picture (like me), if you are opted into the steam client beta it will say to either switch accounts or log out. So yeah just wanted to throw that out here, pretty cool feature and works better (sometimes in big picture mode i had to put in my password again after logging out) than in big picture from my experience.
This has changed since this thread was created in 2021.
