account takeover assistance
My son fell to an account takeover scam and now his account is frozen - but the other party has the open ticket with Steam support. They are asking him to make a $100 paypal purchase of a steam gift card to prove account ownership and get it unlocked.

The account is locked, which is good. However, they have changed both the email address and phone number, and I don't have a way of opening a ticket with Steam Support on this account. Is there someone here that can assist us in getting his account recovered?

That is a further scam. Don't give them anything.

Thank you, I did try those steps but when I got to the step about locking the account I got a message that it's already locked. So the scammer did that step already and they have the support ticket to get it unlocked. I don't know how to contact Steam Support to open our own ticket to protest the other ticket and get the account back.

Did you actually read and look at the Guide posted by Spawn?
It says what to do when you reach a step you cannot do by saying like "I no longer have access to the Email", etc.

Did you do that and then go on to the *next step*? Literally the "first step" is the one that says to lock the account. And that step says it's OPTIONAL. So go onto the NEXT step, step 2, if you cannot do step 1.

If you stopped at not being able to lock the account you literally would have tried no other steps >_<

They cannot gain access to the account without providing proof of ownership to Valve.
