also no 'official reseller' would make you ask steam for something they know steam doesnt have

I mean I know when someone asks me where I bought something. I don't respond with, "A legitimate store". It sounds like a job for Proper Noun to me.
If the OP has a legit code then it's probably not within his region is my bet.
Please be aware of regional codes, as Steam wallet cards are region locked, so example if code for NA, you can't redeem it in Asia, same vice versa. Also there no reason to buy Steam wallet cards online when you can directly load funds on your Steam account. The point of buying Steam wallet cards was to gift to someone as a birthday/congratulations/etc gift.
So if this retailer is not a legitimate retailer, then likely you got scammed by that seller giving you a fake code, and suggest demand a refund from that seller.
