30,000 is why. It had nothing to do with racism, which is an absurd thing to even hint as a projected reason for it.

There has to generally be enough demand to add a section for certain languages or countries, another thread asked why turkey didn't have its own section, but the user base was so low and nearly no users from that country use the forum itself as well.

the language data the survey collects is the language set on the Steam client. a language can not be listed there if it is not even supported by Steam.

and the languages listed there are actually all supported languages, except pirate.

Steam is translated by volunteering users, so basically every language is possible, so hebrew also has an organized group and the language actually applied to be added to the STS

i dunno about the current status of any prep work they have done, since i can not ffs read a single word of that language.

A lot of languages need better representation, that's always been a sticking point, but that takes will and effort from the community. Trust me, any sound translation, of any language on a large scale is not an easy project.

Heck, trying to get 3 people together, who have above average fluency in two languages to translate a simple Japanese game, for free, can take ages.

And machine translation is not the answer, and not what anyone should be looking towards right now for "commercial" projects.

Edit: Obviously, it's also a money problem if you're not going the community route. Professional translation on this scale requires project managers, editors, sub-editors, the actual translators and most likely 499 other roles. Translation is something people imagine is fast and easy to do but it's one of the most challenging things to get right.

You should educate yourself on why languages are added to the client.
I'll dumb it down for you, since it might be a bit confusing, as you reverted to a state of playing victim and threw the race card out there.

the countries, with localization, are clearly countries that have the biggest user base. It makes sense for valve to invest time, money and effort into those countries.
that not said other countries are not important but the countries with the biggest user base clearly takes presidency since they provide steam with the most revenue.

there is a danish localization but no danish currency, there are israli shekels but no hebrew localization, same goes for indian rupee, but no hindi localization. (maybe not the best example since they have like hundreds of sub languages in india)
but saudi arabia is in the same position, they have riyal currency but no localization and they seem slightly bigger than israel.

the solution is clearly you would have to double up your user base as there seems to be a threshold before valve considered localization to be needed.

On top of that, it's not like having one's language is even desireable in the first place. I live in Germany, but I'm using Steam in English and most games in English. Even if German translation of games weren't often crap, when searching for specific game terms or guides in German, I get way less reading material to chose from than in English (again, for obvious reasons).

OP- the client does not have support for the Hebrew language, but if you prefer to read forums discussions or store pages in your chosen language, you can always use the client for launching games, and sign into Steam via a browser, and use the browser's built in translator to display the webpages in Hebrew. (expect the usual mis-translation issues most, if not all online translation services have, though).
Not exactly what you are asking for, I know. But it is a workable option for now.

a thing with hebrew ... it is written right to left.
arabic was actually tested because of this and dropped as it was too much work to make it look decent in client. maybe .. in a future revision of the client, certainly not now.

Then perhaps those people should have created steam first, then the issue of the hebew language would not be an issue, but instead it would be someone else complaining about some other language.
