The reason is because of one of the security options you have either not activated (like 2FA for example), or you changed something recently.
There is no way round this. If there were, what would be the point?
Someone created a way to add the mobile authentication program to add on the desktop but I cannot recommend it since I never did it nor can I vouch for the validity of the app.
If you are not able to protect your account with a Steam Guard Mobile Authenticator, a hold will temporarily be placed on items moving away from your account. Trade and market holds protect items if a user's account is compromised. These holds also give users a way to recover items before they are lost. Even if a hijacker manages to access your account, you can prevent them from stealing your items by canceling any transactions that are on hold.
1. Normally, trade holds last 15 days. Note that holds are not the same as restrictions, as linked here below :

2. If you have been friends on Steam with someone for a year or more, the holds for trades you create without having the mobile auth. will last only one day.

3. If you ever do get the mobile auth. for your account, and decide to get a new phone or device, you can transfer the mobile auth. to that new device without disabling it, and that will cause 3 days of holds, normally.

All it means is there will be additional delay to trades and such. It's just to mitigate any scammers.
Off hand I can't remember the time delay as it's been an age since I last sold something.
Upon checking it does seem to be 15 days - Valve will hold it for that time according to this:

Obviously it's just to prevent hijacked accounts from being emptied.
As it says in that article, without the mobile thingy being activated, you put your stuff up for sale and Valve hold onto it for UP TO 15 days. You can absolutely sell, but each item will need to go through this.
As I said, I can't remember the last time I sold on the market, but iirc my hold was not 15 days, but more like a few days or 7. It does largely depend on a few other factors that Valve probably aren't sharing.
But in short, you can freely put your itmes up for sale, but it's just there will be a delay for some days while you wait for the sale.
Once you put up an item, that's that. It ain't going anywhere except for sale. So it's all good.
I don't have the mobile app, because I think I said earlier, I don't have a mobile phone as I have no use for one. Everything I trade gets the hold anyway.
The beauty is if you bung a load up and split it amongst successive days, they';; dribble in slowly anyway.
