steam support
I did open a ticket for over than 17.5 hour, and I get no answer about refund, still I did delete the ticket and opened new one and now it is for 3 days without any respond, can anyone here explain why steam support is being irresponsible

Due sales, things are taking longer than usual, making a new ticket wont make the process any faster.

Cancelling your ticket and opening a new one is likely to make it slower. It takes support a while to address issues and you can view the steam suppor stats: https://store.steampowered.com/stats/support

So you tired of waiting in line, and decided the best course of action would be to go to the back of the line? And somehow hope that speeds the line up? Because that's what you did. Stop doing things to feel like "something" is getting done. Sometimes you just have to wait. And there's no gymnastics on your end that are going to speed things up. But they can help slow things down.

I did cancel the ticket, because I said maybe there was an issue about the ticket because 17.5 hours, is unnormal thing for steam

It's pretty normal to take 24+ hours. You're not the only one with an issue support needs to look into.

I know it won't, the main idea about closing and opening new ticket, I said maybe there was issue with steam support and some random glitch or something like that so I re-did the ticket to see if the issue is keeping remining
When you submit a Steam Support Ticket, give it at least 24-72 hours during business days (Monday-Friday). Also have to remember besides the Steam Summer Sales going on, it's a holiday weekend here in the US for 4th of July so businesses usually give their employees off on Friday, Monday, or even Tuesday. At my full-time salaried job, I was off on vacation for Monday and Tuesday for 4th of July so that could be the case with Steam employees as well. You closing the ticket and making a new one put you all the way to the back of the queue for how they answer Support Tickets. It's basically done in order received so you know for next time.

most of support is not in the US and there is no real weekend anymore.

refund requests are automatically delayed by 3 days if there was a recent credential change .. but that is also mentioned in the email you get for the refund request.
which is probably the case here.

No. If you submitted it on 7/3, which was a Saturday and assuming Steam employees were off just on Monday, it doesn't count until today. Which means you likely would have heard something by Friday if not sooner. Since you deleted that Steam Support Ticket and submitted a new one, yeah, you probably won't hear anything back until next week at best.

if it goes to next week that's mean they are not going to even answer it
