Unable to buy Points Shop item on game I already own!

I bought a cheap game ("Cat or Bread?") just because I wanted the emoticon...but when I try to buy it it say Game Ownership Required.

I ALREADY OWN THE GAME

Its not even the "you need 2 hours" thing, it says that I don't own the game at all. I even tried re-purchasing it (only a dollar) and it won't let me.

Help?

try playin the game 2 hours anyways... just to see if it helps.. maybe you are getting the wrong error.. and really it's that you haven't played 2 hours or owned 2 weeks, so maybe you are prevented to buy in case you refund?

you do not own the game "Cat or Bread?" on the account you are talking with here and you have less than 2 hours (0.3 hrs on record on it as seen on your recent activity)

either family shared from other account or you "removed" it from your account via Steam support (if so, restore it)

Thanks but no. No family share and it was never removed.

To be honest, your money may have been better spent putting it into your Steam Wallet, and just buying the emoticon(s) from the Steam Market. You could probably buy the full set for less than the cost of the game (full price).

I used Wallet funds to buy them from the Steam Market, the full set of 5 is available there, while only one is available in the Points Shop. (Plus- I don't own the game.)

That mouse icon by your name on your post in the game's own forums means that you own the game, or Steam recognizes you as owning the game. if you did not own it, there would be no mouse icon next to your name.
You need to use the link wuddih gave you to contact Steam Support to find out why it is not showing up in your Library.

Maybe Steam doesn't allow buying steam point shop items for newly purchased games until after you exceed the refund window? Know they prevent something else with points, awarding or something, until after the game purchase is no longer redeemable. Gets messy if They'd need to refund a purchase then revoke the points and anything points were spent on.

Not saying that's the case just that it's plausible
