I appreciate the help, but just so I dont waste anyones time, I'll list what Ive tried.
*ERROR possibly due to 1 or more INVALID SSL CERTIFICATE*
Ive refreshed the page.
Ive cleared my steam web cache.
Ive deleted my steam appdata/local cache.
Ive updated my DNS to google DNS
Ive cleared my DNS cache.
Ive Un-installed steam.
Ive re-installed steam.
Ive run virus/malware scans(nothing vital popped up, except my firewall was off, testing purposes)
Ive rebooted after all of these, though not individually for most, as it made sense to do so.
Never had any VPN settings configured, doubled check just to make sure.
*System time is CORRECT*
steam page loads perfectly in a web browser, just not in steam client.
steam work perfectly fine on 2 other computers on the same network.
1) Clear Steam's web cache; Steam > Settings > Web Browser > Delete Web Cache.
2) Change the DNS setting on your OS to Google DNS.
3) Flush your DNS cache.
4) Re-boot your PC.

I suggested the re-booting, since it's somewhat required after changing Windows settings.

An important trouble-shooting step is also booting your PC in safe-mode with networking.
This should allow you to identifiy if anything is affecting Steam and its connectivity.
Try this as well.
Your installed desktop web browser has no effect here, and Steam does not require those.
At this point, i would urge you to actually re-install Steam and do so correctly (backing up your games).
If you missed any troubleshooting steps, feel free to go through it.
A) Not loaded correctly, simple reload is all it takes, if you don't have the reload button to the left side of the green address, or the address bar, then look to top left of the client, click on Steam, click on settings, then click interface, check the box for Display Steam URL address, and it will show on your client. Click reload button, and it will refresh the page.
B) Cache related issue, to clear cache, on top left of client, click on Steam, click on settings, then click web broswer tab, then delete the cache, may need to restart Steam as well, then retest.
C) If using some kind of 3rd party software that's handing your data traffic, or using a modem / router that blocking either ports/protocols, or blocking script/ncryption then you need to look into that.
D) Using VPN / DNS servers that you connect to that's either blocking ports/protocols, or blocking scripts/encryption, suggestion disconnect from that service, and just use your internet normally and relauch Steam. If you must using VPN / DNS, use a service that isn't blocking ports/protocols, or blocking scripts/encryption.

that is your fix.
and if that doesn't work, something prevents Steam from doing stuff in its own directory.
Now also said works in broswer just fine, so that can suggest something interfering with the client itself as well.
This is the best I can say, as this is beyond anyone can help you with, as this is something you have to do, unless someone had the same exact issue, and knows how to fix it.
Now when you uninstall Steam, did you ensure to delete the Steam folder incase it was left behind? If it was, ensure to delete it, then reinstall Steam. In rare cases files may not get removed, and have to manually removed them yourself.
