Can't remove certain games from my account
It only lets me remove a few games from my account, if I right click the others, the option is just not there. Does it have to do with some of them being Valve games?

I have them hidden from my library, but I think it'd be neater to completely get rid of something I'll never play. Is refunding them an option too?

if more than 2 weeks old and/or you've more than 2 hours then refunding is not an option.

To lazy to type it out but you can permanently delete games using method below. Remeber you are not actually deleting them as they are permanently linked to the account. It's more of an advanced hide and can be undeleted/hidden using same steps

Also, what do you mean by "remove"? If you're referring to the button in the license overview -- that is only shown for free games/DLCs.

As you can see in this example[i.ibb.co], the DLCs at the top have a "remove" button because they are free, while the game at the bottom doesn't have it (despite being a complimentary license) because it came from a giveaway which is not seen as "free" but rather as a game that got a 100% sale.

Basically I just want it out of my library and game count, which could be well hidden or literally gone. The option I was using is called "Remove from account" which I got by right clicking a game in my library, but it only shows up for a few of them.

Why not just hide the game from library

that will only show up for "free" stuff. same thing will have a remove button at your license page.

for "paid" stuff
1) https://help.steampowered.com/en/
2) search for and select a game you want to remove
3) choose "I want to permanently remove this game from my account"
4) Ok, ... in the next screen.

as already said, it is an advanced hide, you will not actually remove it from your account, neither will it be permanently. it will just disappear in many places, including your library (which has an own hide function) and you can restore it later at will as long as you remember what you removed.

Thank you. I tried that out and while time consuming, worked like a charm. I can look at my purchase history if I ever want to see what I got and get them back.

Even If you have had a game for more than 2 weeks old or for more than 2 hours. If you do not play them no more or haven't played them at all you should still have an option to remove them from your account.
