how come you think Browser cant get timeout to other issue, you could actual say worst possible app ever , it can be modifyed to alot of things, even extension that screw all up and all other thirdpart app issue.
not even sure you cant find any tech person here who has not seen odd thing with it.
most have got a more stable Browser over the years , so maybe thats what you have notice.
cant say whats best, but most know chrome Firefox to MS Edge, but there is other also.
cant say i have a rule but if those 3 works then you have other issue.

and we have no clue if you have a optimized or check Browser , that other app clean or check out alot of them doing this today.

I tried 5 browsers on pc, and i asked some my friends to do the same. We got the same issues. Points Shop forced to crash our browsers after 1-2 min. with a black screen.
Idk this is the first time i've ever seen this "thing". I've never had any problems with browser. This is so strange. Well, it's not like i need Points Shop or something but still.. very interesting thing

The OP is talking about the point shop. Not sure what you are referring to here.
There are not even 10,000 item on the Steam Points Shop (or if there are, they are not visible at one time)
Are you referring to inventory or game list maybe?
(the Steam button is in the top left, click it,.hit settings, then interface. You should see the option.)
Outside of the Steam Client, not sure. I myself basically use the client to browse Steam. xd
I guess you'd need to find out why your browser is running Valve's wacky (and old, not updated) scripts on their new chromium UI pages.

When you enable gpu accelerated rendering for some reason it puts all the stress on a single logic core of your gpu, meaning it will quickly saturate that core once the memory is full.
This causes hardware issues, like slowing down because stuff needs to process but it has no room, or in case your vram fills it may even give a bsod or something. (depends on what the driver does with it)
If it passes the problem on to system ram as well then your cpu will also start to get affected, but usually motherboard chipsets aren't optimized for this unless you also have integrated graphics options. xD
so uh... yeah. Basically, Valve's programming team is extremely lazy and wants to just release, focus on money stuff and do it quickly instead of checking actual functionality and testing. So long people can buy, valve happy. (this is why they're opting for existing libraries and workset integration as well I guess)
anyway...
basically the new UI and Steam Friends, Library and Point Shop as well as the miniprofile, profile and such, are all still incompatible with the old test phase level GPU accelerated rendering.
By the way, even if it is disabled, some stuff is still getting gpu-webrendered.
Look at how much your processor likes Steam Friends. ;p
never mind.

Note: Windows can detect these things sometimes pre-emptively. For example, when it still hasn't exceeded the allocated memory space assigned to the program or when the allocation itself is detected as a leak, windows may interfere, (stop it from allocating more, which causes the program to hang and often crash) or in some cases auto close or give an error. Depends.
Not entirely sure of the exact mechanics, just speculating based on observations.
