[FATAL ERROR] Steam needs to be online to update. Please confirm your network connection.
So, as the title says, I have this problem where I can't update my steam application. Started off with a download speed of 0 on a certain game. Somewhere, it was said that I need to delete the Download Cache, so I did that, but then a new problem arose, the icons of the game and the profile picture on the top-right of steam is gone, also a couple of images from the store's site. So I restarted my computer, but then it won't fix the issue. Thought to myself what if I reinstalled steam? So I did that, but when it comes to updating it, a message pops up, telling me that steam needs to be online. Got curious and saw a forum where someone happens to have a problem like I have. But it was outdated, so the followings are the ones that I had done to resolve the problem in which it still doesn't work:

1. Uninstalling/disabling my antivirus and firewall
2. Adding "-tcp" on the Application's target
3. Running it with a compatibility of windows 7 and run it as an administrator
4. Go to win+r and typed regedit, clicked on HKEY_CURRENT_USER\SOFTWARE\Steam and it was said that I need to click on "offline". But it was not there so I ditched it
5. Went to ncpa.cpl and clicked on the ethernet. Select properties, then advanced, and then added the DNS tab with an "8.8.8.8" and/or "8.8.4.4". Then I went to cmd and typed in "ipconfig /flushdns", then reopen the cmd with administrator, and typed in "ipconfig /registerdns"
6. Went to services.msc. Clicked on the Steam Client Service and change it from manual to automatic
7. Deleted all the files except the Steam application, restarted and run the steam application in the folder
8. Did the post from KennyS in here: https://steamcommunity.com/discussions/forum/1/1520386297687264441/ (the outdated(?) one)
9. Went to internet option, then Connections, and LAN Settings, unchecking the "Automatically detect setting" and the Proxy server

This things could probably help out some of you if you encounter the problems, but it didn't work for me. Did many tries and retries on those, and nothing worked. If someone could help me with this problem, then I am begging you for help, knees down and all of those stuff. Thanks

Boot your PC in safe mode with networking and confirm if the issue still occurs

Did that and it still says the fatal error

Update:
So I found out that if I were to connect it with my mobile hotspot, it'll work fine. Tried to quickly reconnect it to my internet when it is mid update, but then it goes back saying it needs connection. So the problem is on the internet connection where it would block the steam from connecting it to the server and steam specifically. If someone knows on how to unblock the thing from my connection, please help.

If Steam works fine on your mobile data but not on your Internet, this is most likely a problem you'd want to take to your ISP

Kiwi's spot on here.

The reason why the "safe mode with networking" is a great tool is because it does a great job of process of elimination.

Most often when people run windows that way, it works, and we can then assume that the issue is something on their PC.

However, you have it the other way round. This means the issue is ELSEWHERE than your PC - which means contact your ISP.

use other pc to confirm or deny ( router issue or isp issue or ruleout this is a pc issue and nothing else. ) this include cable or wifi , including all the option you fiddle with or now have screwed up , depend on view point.

and if it is your pc then start update all driver and Bios, do note we all here have diffrent view point . and as i try to explan a good thing so all option , but as i said you make many mistake imo with not have use other pc to ruleout or confirm before you did alot of change.

even reinstall steam over current has seen to fix stem issue before, problem is what cause them in the first place.

this sounds like admin or security issue or pc is not update with windows and drivers from Brand support product, ( this include router ) do have right timeone and sync in windows, this is a know server issue , hard to proof on desktop ( how will you access a log if wrong time stamp is recorded and sorted in a list, and it could give odd issue with global communication ( then did you write something then you time is screw up and then does it popup as entry then time index is wrong at your pc. ) correct the time and sync it , and reboot pc. so logs and all will be update.

do note worst case live in USA ( steam DL zone EU )
VPN to Asia , yeah gl with network and understand time stamp and why things can be so odd that noone can understand why you are not online.
only reason server people know becuase we have access to remote site and notice odd behavier or missing a report, or status or log from it.

do note i did not say you have it , i said not online is seen as your problem only with all hardware and software and the option you have.

and notice the ipv6 is not a option to turn off anymore ipv4 adr runs out years ago.
you will get split nertwork with no ipv6 if your isp use it and you dont.

Hello guys, if anyone is still facing this problem there is a simple solution to it other then digging registry, cmd and doing other ♥♥♥♥. As @Iceira [W10] said it might be the problem from your ISP, just install a vpn on your pc it just works LOL

If you do VPN then you know its not a Solution and tell alot about your regione issue or own network issue, traffic still need to go through Phisical network to get to other side via the VPN and you just made more jumps and travel and incresed the latency with it. ( its here no connection is possible )

Most get fooled by isp has higher service priority, and this is why traffic get through on the cost or normal traffic.

And this is why VPN is actual a Global issue. ( do not mixup privat company own network they can have own fiber with VPN solutions, and this is about into steam issue with no connection as privat steam user, and where VPN can make more trouble with it on. ( and this is about, could be a network issue with it )

why bother with this, because its complicated as hell, if you dont know all side of this.
and you need to be educated or read a book about it.

and worst part, sense steam say no VPN, and yet its part or network, steam can close all post with it, and problwm now is, then we cant tell you here it can give more issue , if you have worst possible VPN and setuo even though own company paid connection, its here its a grayzone now.

gl to cover all steam user, thats impossible, it work for many and sametime worst senarios with it , and it will never work anymore.

this will increase and never go away, this just means connection is not getting though.
and yet all seem to work except into steam.

And its from your pc /router / isp and there partners partner and steam in the other end and back from there in every step.

I have the same issue. Same problem with all the usual fixes, vpn on/off, fw off, anti virus off etc. Started happening yesterday with issue when I had steam installed. So I un-installed it and went to install and now this.

Contact own ISP, if you have no other option and let them, deal with it.
