im sure you did not want such reply, but you need to figure out where is the issue.
thats the thing i cant find what the issue is
hmm spare pc or friends pc might help to narrow it down.
so own pc or cable even. atleast you proof it device do work , this still dont ruleout all the other point made at post, Main pc might need check for all Driver and BIOS update, again not a steam issue , and you just proof it then it work on other pc. assume cable is not a bend issue or damage.
but you are on the right path in faulthy finding.
do note transfer speed in top of this, dont have new game title that might need faster speed then usb2.0
do note i have even games on usb2.0 device so it is possible. but not recommended
yes i thought it was a steam problem because it only happened when i installed games on steam but it could be the external hard drive problem
there is tweak install on local first then move content to it, but i cant say that will work
and do know the diffrence in usb2.0 and 3.0 speed can be the issue with install and start of games.
but not recommended by steam
we dont work for steam but as gamers we do many things not so simple to explan and as you said failed install, cant say what thats about then i can install some games to it.
are you on Full perfrormance on that Laptop ( i assume it is )
another ague or debat things here at forum ( depned on how stong your laptop is, but again wont be a problem with a usb3.0 device, ( sorry if this is tech crap you dont need , but with no spec or idea what you have and what you support this is still your problem for not tell that.
Check Brand pc support page or if custom build pc then its that Brand mortherboard support page, check drivers and BIOS, and if you dont know how, get a IT-tech person that can. or friend that might can.
