Can't open cases in legal country

Hello,
I recently tried opening a couple of capsules on CS:GO and it said "This capsule cannot be opened in your country." I currently reside in Macedonia, but I used a Dutch payment method. How do I fix this? I've tried changing my steam country but it's already set to Macedonia, I don't know what else to do except for using a VPN.

Do NOT use a VPN. 1, it will NOT work and 2, it can result in an account lock for violating the ToS.

Seems like your account is still set to Dutch.

Update the payment method with one in Macedonia and a billing address tied to it for your current physical location, which should be Macedonia.

please do not use VPNs to alter your location. this is a reason for account suspension.
