when you buy a pack and you already have 2 games from that pack, does it give you 2 seperate gift cards or just 1 combined gift card?

Depends on the pack.

Some packs will actually adjust the price of the pack downward based on what you own.

Some packs you'll just lose the extra games.

A few older packs will give you extra copies of the games, but those will tell you in the description. (See: Extra Copies)

on bundles you dont even buy what you already have.

The gift card actually is a guest pass you can give to your friends. There is only one restriction: it has a time period. Once the time period expires, the guest pass-activated game gets removed from the user's library.

Certain Valve packs do that. It will specify that upon checking out.

Valve Complete used to be like that, but they've adjusted it now to a package that adjusts its price based on what you own (so you'll pay less).

orange box package is one of the rare exceptions where you get additional copies. the valve complete pack is a bundle.

Unless otherwise stated, you will not receive extra giftable copies for duplicate purchases on a single Steam account.




For various reasons, such as common issues, incompatibility with non-Steam versions, or regional restrictions that are required by the game's developer or publisher, some games and addons cannot be gifted.

All multi-pack offers, such as 2, 3, and 4-packs, contain between one and three giftable subscriptions and one subscription towards your own account. If you already have the subscription on your account, you will not be able to purchase the multi-pack, even if your intention is to send all copies as gifts.
