Instead of trying to make each other's experience worse, consider targeting the problem itself.
It is unlikely that your brother playing PUBG is making you lag. You are only sending small amounts of data when you play a game, consisting of things like move left, move right, shoot your gun, etc. This uses less bandwidth than streaming a movie on Netflix/Hulu/etc.
It is more likely that someone using your home's internet connection is downloading or streaming something, causing the connection to lag. Additionally, your computer may not meet the minimum requirements to play CSGO or only barely. You should check your background processes, ram and network usage monitor on your own computer as it is far more likely that something on your computer is causing it to lag.
If you don't know what those things are and how they work then you should learn before accusing your brother of making you lag.
