This may be a simple mistake, maliciousness should be claimed after checking for errors and incompetence.
Other than that, your post makes very little sense. Read carefully and you will see what items are in any given bundle. Sometimes they aren't what you want.

Do note that "Kingdom Come: Deliverance Royal Edition" and "Kingdom Come: Deliverance Collection BUNDLE" are different.
And "KINGDOM COME: DELIVERANCE - ROYAL DLC PACKAGE" is not. That's the whole point of the topic. Usually you see all packages available for a game directly in game's store page and don't have to go looking. For what ever reason, the Royal DLC Package isn't listed on it.
There is no requirement for DLC bundles to be listed on the games main page.

It's not. If you own the base game you don't want to buy Royal Edition package as it contains the base game and collection bundle contains non game DLC (OST's, artbook, couple extra videos) you may not want to buy (would cost 11.27€ extra for me currently compared to buying Royal Edition DLC package). The Royal Edition DLC package only contains gameplay DLC basically upgrading your base game to royal edition.
I think devs simply did not click on some check box when creating it way back when. It's not intentionally unlisted like some other games/dlc's are. Like for example original Skyrim and it's DLC's:
