steam charged my credit card without me performing a transaction
how can i report this?

If it's $1, it'll be returned. It's just to test if your credit card provider works.

If it's more, I suggest worrying as someone has access to your account.
It's not $1. I have called my bank. And they will have to block my card. Thanks all.

The problem with that is you will no longer be able to use it for future purchases plus you do not want them to do a chargeback.

You'll be prevented from using that card on steam anymore.

what does that mean? i should accept a fraud charge on my account? then steam has a serious flaw and that's not acceptable. you are saying steam is penalizing the victim?

ps. i already made a report via steam but no reply from them yet. are they really still that bad at customer support?

No, what it means is that you talk to your bank.

Many banks will, under situations like this, just cancel that card, and issue you a new card. It will be the SAME card number, but have different data (noted by the CVV code being different on the back).

What you should do is ask for a NEW card with a NEW number and explain that to them.

Banks absolutely can do this. Some even do it as default.

The card NUMBER is an identifier. It's linked to your bank account (if applicable). So if you cancel a card you will get the same card number, but it IS a new card, as I said, the CVV number that you enter is always different.

It's no different to when your card expires. You iwll be issued a new one with the SAME card number again.

I could go into a long drawn out explanation of why, but I'll probably get it wrong and I doubt it'll help much.

Short answer - cards ARE unique. There's more to them than just the number on the front, there's the expiry date and the CVV just to mention two things.

Given that the charge involved isn't on his/your account, and you're getting a new card anyway, just let the bank do its thing. The new card will work on steam and your steam account won't be affected.

Steam doesn't charge people unless there is a purchase.

If the charge is not on you Steam account, then someone likely got a hold of you credit card number and information and used it to make a purchase on Steam.

If the charge is on you Steam account and you didn't make the purchase, then your account may be compromised.

Keep in mind, if the charge is on your account and you do a chargeback, Valve may lock the account from further purchases until the chargeback is reversed. It is always best to work with support to avoid this issue.

I've had some experience with payments and the banking system, so I've come across a fair amount of the problems that exist with cards. I wondered if it was either a block or something not being setup quite correctly.

It's not unusual for banks to send out a debit card and it NOT be set up for online purchasing, especially if it's a new(ish) account. This does happen quite a lot, even here in Britain.

Going forward you should be good now. But in any case, you can equally just try a cheap purchase on Amazon or something to "test" it out.
after this incident i think i may not want to use my real credit card anymore. steam seems very insecure. how can my credit card information be compromised? the transaction came from steam. i'm very unhappy about it as it's causing me inconvenience. i even have auto debit for my monthly installments.

i may opt to actually use a debit card now. so that i only put the intended amount when i wanted to buy the games i want.

Again its not steam. Your credit card information can be leaked anywhere you use it. At gas stations, restaurants, grocery stores, etc. It's most commonly leaked where a physical swipe is required such as with skimmers at gas stations. Or by an unscrupulous person copying the numbers when you give it to someone to pay.

The fact that they used it on steam means nothing and doesn't mean steam is insecure or the leak happened from steam. If it did it would be effecting far more people then you.

The first question is are you sure nothing was bought on your account. When you go here do you see any recent purchases? https://store.steampowered.com/account/history/
