why steam support ignoring reports?

i send several reports for racial hatred and offensive comments on the profile, but user not banned, comments are still in the old place after few weeks

maybe reason is i reporting russian user to russians support, or there r some regional rules which allows insults or racial hatred?

how to know support see my report and reacted to it?

Block the user and change the privacy of the comments.

Or you can also try to send a ticket explaining that you have reported the user several times but he continues to bother you.

Profile reports seem to be based on the number/frequency per user.

Say if someone gets 50 reports, Steam is more than likly going to see something is going wrong and check it out. Compared to a user with a single report, when they probably get thousands of these a day and don't have the time to check every single one.

my friend already try to report same user and got banned in community for spam
so i decide to ask, maybe reports is not alowed anymore and they are same as spam

If your friend got banned for spam in the community forums then he was spamming the community forums. That's completely unrelated to reporting a user on their profile.

That being said, don't spam reports. It accomplishes nothing.

so, they see reports and give him ban for too many reports, but no one read reports to react them

You can only have one report for a given user until the previous report is looked at. Otherwise you just keep overwriting the report and sending it back to the bottom of the list.

User's don't get banned for submitting too many reports.

Each user is responsible for their own Steam account(s), and all activity associated with their own accounts. If someone else got banned, let them worry about it. It's not your concern. That's not on topic with your OP, though.

Reports are not ignored. Just because what you wanted to happen did not happen, that does not mean you are getting ignored.
