Are you using a router or other wireless hardware or connection ?
What is your antivirus program ?
What is your operating system ? (Windows 7, 10, etc.)
Is that operating system 32 or 64 bit ?

My antivirus program is McAfee
I run on windows 10 64 bit and I have tried viewing others problems but for them it seamed to magically disappear.
Bypass all that and run an ethernet cable directly to the modem. Seen here also....

McAfee is absolute garbage. And usually does not get along with Steam. To further illustrate how bad it is, it may take special methods to totally clean and uninstall from your computer, depending on what version you already have.

You said none of the troubleshooting methods you tried worked. Surely that page was linked to you at some point, if the support pages I think you saw were the ones that you attempted to fix this from following.
The problem with this is that you need to do it each time you try to log in. In other words, if you exit Steam, you'll have to redo the whole "go into offline mode, delete the download cache, etc" thing.
I've tried every single troubleshooting method in the book. I've looked up information on Steam, from the message boards here, from the Internet, and so on. Nothing that's remotely a real and permanent solution is available.
Try safe mode with networking, please. If it helps, further steps are needed.

Steam is not the problem. So reinstalling Steam is not the solution to this. The problem is what is CAUSING the issue WITH Steam.
There is a way, yes, just to answer your question. You must backup or save your steamapps folder, but this does not save your progress in all games, depending on what games you have installed there.
I do NOT suggest you uninstall Steam yet. There is a way to repair Steam anyway, once you get the problems taking care of that are messing WITH Steam.

It is not safe mode. It is safe mode with networking, please. If you do not reply by adding "with networking", then we can only assume you are not doing it correctly.

Test Your Router
The Using a Router with Steam topic includes steps to isolate problems if they occur at the router.
Wireless and powerline connections can cause intermittent failures due to interference. If possible, test Steam with a direct wired connection to determine if this is a problem. An Internet speed test may also help you identify problems related to local link quality.

McAfee is also still a question mark. If you cannot uninstall it using normal methods, that should tell you how bad it is. The Product Removal Tool should work. I have not seen others mention it being a problem when I have linked it to them. But of course, I could be wrong on that tool working for your version or otherwise.
Stay in safe mode with networking also, all the time while troubleshooting this. Once you do those, you have eliminated many of the possible causes of this problem, according to what we have seen here in the forums over many user cases.
In safe mode with networking, as long as the OS is not messed up, drivers are up to date, ISP or modem not having issues, firewall not blocking Steam, this is really all that is left. If you just cannot connect at all, I highly suspect the router/wireless connection, besides the other possibilities I have listed here.
