Steam Wallet will be converted to the currency your country is using with a course that is on going currently

So if you load up 10$ into steam and "relog from hungary" you wallet will be converted to around 2.500 Forint means as long as you don't buy anything while using a VPN no one will care about it

The Steam SA says...
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

Using VPNs can always be declared as an act of privacy like you don't want your real IP to be public. But Valve CAN reserve their right to close your account if you are using VPNs.

So as I said if you use it to fill up your Steam wallet no one will care but if you start buying stuff on Steam via VPN you will be out real soon

So I would recommend you to NOT use a VPN to fill up your wallet

Thank you for your detailed comment, it really helped me, but i wont take the risk.
Valve should really get their ♥♥♥♥ together, and give the paysafecard option to us too.

I guess it is actually a problem on Paysafes side because Valve actually accepts paysafecards as a payment method but I guess paysafe doesnt accept their payment method in hungary
