Tell your 'friends' that this person is toxic and giving you problems. If they stick up for that person it's time to cull your friends list of those people too.
No, you're wrong there, sorry. Just because you don't like them, doesn't mean it's illegal.
And that is correct: they cannot possibly do anything about your in-game harassment, but Steam has plenty of ways to help.
As Cathulhu says: report them in game, remove them and anyone you share friends with, and from groups you're in with them.
You making a big deal of them harassing you WILL lead them to do it MORE. Do not give them ANY attention at all. They WANT you to feel like you're being harmed. You aren't. Just be stronger than them. Report, block, move on.
I have a court order starting they must stay 100 meters away from me & must not contact me in anyway.
Also of note: the internet is not "100 meters away from you". It's not physical space. Steam cannot possibly protect you from someone.
As I said above: report, remove their 'friends' from your friends list, and STOP INTERACTING WITH THEM.
If you know them personally, like physically have been in contact with them, and they are threatening you, call the ♥♥♥♥♥♥♥ police. If they are not doing anything to you physically and you are not near enough to them in the real world, IGNORE THEM and move on with your life.
1. They are not interacting with the person in particular, the issue is that they are the ones being harassed. This was already covered in their initial post.
2. They are being joined via mutual friends, not because they are not on an ignore list, This was already covered in their initial post.

4. OP is protected by the law for a reason, this is not some internet troll, this is someone who has enacted violence on the thread author. If you don't understand how I know how this is the case, then please, again, learn to actually read the initial post.
5. Don't bother responding because you're already blocked, as you stated. "Stop interacting with them" (allcaps omitted) and I recommend the author of this thread do the same.
----Onto actually constructive advice for the OP:
Sadly, our options are limited. But we have a few places to start. Begin by logging into your steam support account. We'll start by taking a look at the abuse and harassment section:

There are some things here you've already done, like blocking and removing friends and contacting local authorities, but we have some other things to look into like invisible mode and privacy options.
Another option we have is reporting the user to steam for harassment. On the user's profile, select "report profile" from the "more" dropdown button. I am unsure if you will be able to directly type and describe what's happening since I have never reported a profile before, but it's something to consider.
If those don't help, we have some other options, choose "CSGO" in recent products on the steam support main page, then go to "Gameplay or technical issue" -> "I am having another problem" -> "contact game support." This will allow you to write a direct message for hopefully professional assistance. But there is a chance that they will not understand or be unable/unwilling to help.
If this still doesn't work, you can contact steam directly, go to https://help.steampowered.com/en/wizard/HelpWithCommunity and select "I need help with something not listed here" to contact steam support directly.
If, still, you are unable to get the help you need through these channels, our last option is to talk to your friends who this person is joining through. Knowingly or not, this person is piggybacking off of their accounts to find yours. Your last option is to request those people remove that person from their own friends lists, and if they refuse, sadly, remove those people from your friends list as well.
It might sound selfish to some, but you should take your own mental wellbeing above those that might indirectly or directly harm yours.

It could be they are harassing everyone. This is not uncommon. You can always try to report it too. I´m not sure if it helps though. They must be really immature people.
Or if they type something, just imagine it being in some foreign language you don´t know. Be like, "okay, I can´t read this", and don´t respond. Or like, imagine having a seriously high screen resolution, so you can´t even read it.
Or respond in French, say something like "je ne comprends pas!". I doubt they speak French. Even though they may still get angry at you for not speaking their language.
Once more: if they know this person in physical real life, yes a restraining order is clearly a good idea. But - and I strongly suspect this to be the case - if it's in a game, and they don't actually know them in reality: they need to just shut down all venues that that player can connect to them, and be DONE with it.
A court order does absolutely nothing for Steam interaction. Internet is not governed in any way by local police. Reporting the profile, blocking them, removing their friends from your list, and removing yourself from groups that are common to you both are the only things that you can and should do.
The police could ask Steam for his IP address and prove it's him fairly easily. It's up to the police to enforce court orders not Steam.
Seems to me you're not taking this very seriously yourself though.
I might also suggest /r/legaladvice/ as well. It's not the same as talking to an actual lawyer, but it's a good starting point to get some suggestions on what your next step should be and what you need to do to have the issue resolved.

It doesn't sound helpful to me to respond to "There is a court order forbidding them from contacting me in any way" with "Just ignore them when they ignore the court order" and telling them that there is no course of action they can take to be protected other than just dealing with it themselves.
That, in fact, sounds the opposite of helpful.
