Confused about Max. Friend Count

How does Steam calculate how much more friends you get every time you level up your Steam Profile? I always assumed that everyone got five more friends slots, but how is everyone else always complaining that their friend list is full?

5 per level, yes. People just add whoever they encounter, I'd guess.

What I'm really confused about is, how many friends can they add from the start? When I started on here, I had 300 slots which grew to 430 as my profile leveled up. And, if there was any reduction of the base number, could it have reduced the total number of available friends to add?

There has to be an upper-limit on how many you can earn, becasue you can't have too many friends...
