you either used the wrong paypal account or you purchased something before the bank account info on paypal was accepted.
on the steam end debit card info is saved via the following then run through paypal:

on paypal's end it doesn't help that the paypal wallet:
https://www.paypal.com/myaccount/money/
is handled seperately from preapproved payments (like steam):
https://www.paypal.com/cgi-bin/webscr?cmd=_manage-paylist
not asking for reimbursement, just asking valve and paypal to figure out where and why steam doesn't sync with the wallet preferred payment and iron it out so others don't run into the issue.
Debit card info is saved and yes, Steam would seek a payment method which is your wallet as a priority but this can be adjusted at the final phase of the checkout process.
And as for Paypal, that is absolutely correct regarding preapproval and wallet and to add, they will be changing the way you can select which payment sources you want to pay with other than placing the wallet at priority then locking out or restricting the capabilities of your bank accounts. You won't see that happen until the end of July.
on the paypal end the wallet is easily visible when you log in, but for the pre-approved payments you have to click the settings (gear) symbol, then click the payments tab, then click the pre-approved payments link

I suspect that having your Paypal info saved in Steam has resulted in either Paypal defaulting to using your Bank instead of your card or the change of details you did in Paypal were not finalised on Paypals end.
Have you tried deleting the Paypal payment method from Steam and then adding it back?
I used PayPal as my preferred payment method to purchase a game. It charged my debit card. I checked my PayPal and confirmed that my CREDIT card is selected as my preferred payment method. Steam is doing something wrong since this is the only platform I'm having the issue with.
