Download cap at 1.3 MB/s ( 10.3 Mbps ) on steam

I try changing region but no hope,changing to no limit no hope,reseting router no hope. On speedtest, i have 40 Mbps,how can i fix this?

i know the feeling, i have 1Gbps and max i saw was 3MB/s, there is no fix i think

Steam doesnt cap your downloads

You can get 1Gbps on Steam if your connection supports it

Steam downloads are compressed and have to be recombined upon download

You're disk IO and CPU limited, not bandwidth limited

i still don't get why i would not receive the packet at full speed.. i mean i understand that decompressing wont go at 1Gbps but the file should still get to my computer at let's say 10MB/s my cpu i7 4770k does not bottle neck my download speed, else id have constant stutter from 4k streaming and what not, no?

My spec is :
I7-2600k
RAM 16GB DDR3
VGA RX 570
HDD 1TB
When i pause and resume about 100 times,there are only 1 of them make the speed go from 1.3 MB/s to 5.2 MB/s,weird,if i pause and resume again,i will go back to 1.3MB/s. WTF ???
