So let's say that you were game banned (manually publisher banned, not VAC-banned) in some particular game, would it trade lock your entire account or would you still be able to trade your game items on steam, except for the items for the game where you've been game banned?

a game/vac ban locks the inventory related to the game. you can trade items belonging to other games, just not the one you are game/vac banned in

As far as I know (and I could be wrong) you will be unable to sell/trade items for the game you're banned in, regardless of it being a Game ban or a VAC ban.

I am not 100% sure on that but I am fairly positive I have seen that posted before.

It works the same way for game bans....items for the banned game are permanently locked to the account.

Not sure about ALL games, but see this :

VAC Ban

If a VAC Ban, cooldown or overwatch ban has been registered on your account, you will no longer have access to the CS:GO store, or be able to make trades for CS:GO items, and you will no longer receive item drops.

Steam Support cannot remove a VAC ban.

Overwatch ban = game ban or single ban for griefing.

EDIT....................

The support page is not worded very well, as it in under the header "VAC ban" but clearly also mentions Overwatch bans and cooldowns.

Yes, but I do not think you can trade items from the game you received the ban in, though I am not completely sure of that.
