If the card not activated, that measn the store you bought it from, did not update their crap to send out a signal to Steam, to update to actvate your card to redeem, that means PC world didn't do their job right, and you will have to take it up with PC world.

Steam will ask for a full picture of the whole receipt, showing you bought the said Steam card, and they will need a picture of your Steam card.
Spamming the support ticket? As that what I was talking about.

Due to the coronavirus, if you did get it from "Curry's PC World" their stores are closed, open for pickup only. You have to make the purchase online then go pick your item up. For a Steam Card that makes absolutely NO sense to buy a Steam Card somewhere else online and then activate it on Steam when you can just make the purchase through Steam.
You're asking to be scammed doing it that way. Just buy it on Steam.
Have you contacted the place where you purchased the card? Steam can't magically make an invalid card number valid. If it's not valid that means....it's not valid, you've been scammed.
So much for the extra steps you took assuming you were increasing your security, eh?
Just buy it on Steam.
It could be something like that that happened. Contact the seller, you may have to collaborate with your daughter since she would have the digital receipt number the seller would need to investigate it.

You can send gift cards to friends directly through Steam. I can understand some scenarios (like the buyer doesn't have a Steam account) may be why some choose to use 3rd party sellers but if middle-men can be avoided...avoid them.
