Zaten yazdığı gibi çok fazla istek yollamışsın. Bunun düzelmesi için 1 hata ile 1 ay arası beklemen gerek. Steam destek ile iletişime geçtim bunu yazdılar.

Let me reference another post to answer this.

All invites sent that were ignored, blocked or accepted count towards the limit. The limit is not actually the same for every account. It does vary from account to account based upon many factors. The limit was actually known for a short time to 30 per week but Valve changed it to be variable per account soon after because the word got out to the spammers and scammers.
Given how Valve told support not to give users specifics about the amount that triggered it or the duration of the cooldown but only how long the cooldown can be.

Did do so, apologies for forgetting to mention. This is what they replied with before closing the ticket abrubtly:

The duration is different for each user and can last 1 week or up to 1 month from the last time you saw the message. Please note, Steam Support is also unable to remove or modify this limit.
