Entire Steam stops responding after watching videos on YouTube through the overlay

Whenever I watch videos/listen to music using YouTube in the web browser on steam overlay, whole steam just stops responding after playing 3 videos. The only components on steam working at that point is the base of steam overlay, built in music player and that's pretty much it. And after leaving the game I have no choice but to restart whole steam since it freezes.
I should mention I recently did upgrade to Windows 10 from Windows 7 and the problem did not occur before I upgraded.
Anyone has any idea what the cause of the issue is and any way how to fix this?

I should also mention I did clear both browser cache and cookies with no results

Tried uninstalling Steam, did not help. At this point I ran out of ideas and I am so full of this ♥♥♥♥ I might aswell just downgrade back to Windows 7 and see if that will help. Unless anyone knows what the problem is, would highly appreciate that.

Welp, just reinstalled the drivers, still freezes.

fresh reinstall/settings reset?
nvidia and amd have a function for that in their installer.
the alternative is to use ddu to remove the driver and reinstall it.

I did use the clean install, might try the ddu you mentioned later.
