What does it need to remove the limited account restriction?
Is it okay to use CD key to put $5 in the account or does it need to add funds in the steam wallet using a virtual payment. Which one removes the limited account restriction?

You need to directly add the equivalent of $5 USD to your account. CD keys will not work.

Limited User Accounts

up to date and does not contain misinformation

every CD key has this value on Steam: 0
Steam does not know how much you have spent on a cd key.

I don't think he's talking about CD keys. I think he's referring to some kinds of Steam wallet card.

If you buy a Steam Wallet Code, you don't actually have to spend it. It can sit in your balance. It just has to be 5$ or higher!

What I would do is go to add a game and then activate a product on steam and then put the code and then get the $5 or more funds and would that suffice to remove the restriction?

Adding a game is irrelevant.

Adding money to your account is what is necessary.

He can also buy games for at least $5 in the Steam store, using actual money (i.e. no wallet).
