The reason I'm asking you to write clearly is not for fun, it's because:
(1) I want to understand your problem and offer help
(2) I'm disabled and reading can be a bit difficult for reasons I won't go into.
So have some damned empathy please.
If you won't listen to the salient advice here, then we can't do anything for you and your only resort must be support. Don;t hold your breath on getting the answer you want.
I'm sorry but the problem is your failure to understand sdisability. I recommend you go and Google dyslexia as many of the finest songwriters ever have been or are dyslexic - John lennon, Noel Gallagher...

I have to agree, that apparently, there is something wrong with your network or network hardware.
And this matters how?
It isn't a competition. YOU are requesting the help here, yet you cannot somehow offer the courtesy of making it easier for us who read it, even when their disability prevents it, and then have the audacity to try and say "well, I've got this, so this is how it is".

You are talking about something that is completely irrelevant to slow downloads.
I hope not, but it really seems that way, so that needs to be corrected and explained.
That seems like what you mean by "grandfathered in". And even after that $5 USD was spent, and the account later had less spent value than the $5 USD, that account became limited once again, unitl that $5 USD amount was reached once more.
You can test this out still today, so you don't have to take my word for it.
It has ZERO to do with anything about slow downloads, or connection to content servers. It is a Community and Store limitation only.
According to what you just said, I can go make a brand NEW steam account, and I will see this issue of having slow downloads and that is everyone that has a brand new account.
I really hope you can see how insane that even sounds, by just typing it. That means that new customers that make new accounts would immediately have a very bad experience for downloads of their games, and that means a totally failed business which is Valve themselves, pretty much overnight, because once the word got out, there would be outrage.
Everyone gets the same download abilities on Steam. If you can't download or just have slow downloads, and have for a long time, then the issue is on your end or with your ISP.

Also, the message clearly says "download server you are using". That does not mean all servers in all regions.
And once again, if you were seeing this before the pandemic, and for each and EVERY region in the drop menu ( I highly doubt you have tried them all before this pandemic), then the issue is on your end or with your ISP.
I have seen cases, and have proof, where all of the regions needed to be tried before the user finally got a stable and fast download. But again, that was then and this is now, where everyone is having to make sacrifices all over the world.
That includes those that work at Valve, that are sitting at home now also quarantined, possibly.
