I recently got a refund for a game but it got refunded to my steam wallet and would've preferred it be refunded to my paypal. Is it not possible to have it transferred?

You cannot get funds from the wallet and send them to a bank or other payment method, no.

as you've selected Steam Wallet as the refund method, you can't go back and change it now if you've already received the refund.

Correction for my post above : The only way I know of is if the funds are refunded once purchased, but that does not apply to your case.

Steam Wallet Refunds

You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.

Refunds will always refund to your Wallet or your nominated Credit Card bank.
Pay Pal is not a bank.

I will (and should have already) post from the refund page :

You will be issued a full refund of your purchase within a week of approval. You will receive the refund in Steam Wallet funds or through the same payment method you used to make the purchase. If, for any reason, Steam is unable to issue a refund via your initial payment method, your Steam Wallet will be credited the full amount. (Some payment methods available through Steam in your country may not support refunding a purchase back to the original payment method. Click here for a full list.)

if you made a purchase with Paypal, then it will go back to Paypal if you refund and select Paypal.

I think you have to click on the link from the refund page where it says "click here for a full list".

Depending on your country, PayPal might not show up, but I am not sure.

For example, I am in the US and when I use the link, PayPal is in my list as supported.

PayPal is absolutely able to be refunded to, I just did it on my last refund as well.

Right, but using the link, it says it is based on country. So maybe for some countries, PayPal won't show up.

But of course, I can't say for sure as I can't test that as I am in the US.

if you're able to use the method as a payment method, then when you refund you can choose the original payment method; anywho the point is it doesn't need to be a "bank", just needs to be what you paid from.

If that is in fact how it works, then thanks as that does make sense, but I was just not sure. :steamhappy:

Yes, Kurumi is correct.

As this refund policy largely follows what the EU law we've all spoken about before says, it follows the term that whatever payment method you used to buy, you will get refunded to unless you request otherwise.

And if you made payment by Paypal you can absolutely expect refund through Paypal.

The only issues that could potentially arise here is if there's some prepaid debit card, where payment back to it might not be possible, in which case it'll probably just default to steam wallet.

Thanks for confirming everyone. No worries. I'll make it work. I just wanted to make sure the answer hasn't changed because the only thread on here that I found with a similar topic was from 4 years ago. I confirm it's possible to get refunded through paypal because I've done it before but during the last refund I got I didn't see the option to do so.
