Why steam asks my credit card numbers to access?

After numerous trying to access to steam, the client asks me the credit card number, the residence and billing address to verify mine account.
It's normal?

(I was able to access to my account only when i have inserted these data! And now it has withheld me an euro!)

If you made a purchase online at steam then of course they need this information from you to enable them to complete the sale of whatever you purchased online, then give you access to it.

So yes this is normal.

if you had forgot your account credentials this is a pretty normal thing. part of the account recovery process asks for this information.

yes, i had forgot my account credential and whan i tried to recover it, steam has asked to me these data.
But, why i haven't no more 1 euro on my credit card?

Not sure about the credit card balance, you may want to check with your bank on that. Steam also will request this info to make sure it's actually YOU asking and not someone else. In other words to help them verify it's you and not a hacker. For theirs and your protection basically.
