报告翻译问题
1) unplug and replug USB keyboard
2) restart PC if it's a ps/2 keyboard
3) press left and right shift separately, maybe one of them are stuck on.
4) if it's a laptop, try plugging in an external keyboard and playing around with it. Maybe it can help.
Hopefully one of these helps. If not send a response and I'll try to think of something else. :)
Also whenever I shift tab I have to press it about 4 or 5 times in order for the menu to pop up, and the shift key acts as though held down whenever i attempt to type in chat or web browser, but if i alt tab out of the game and go into chat or web browser or what have you while not in a game, the shift key doesnt act like its pressed down, only when in game does any of this happen, and only when in a steam game, as tested iv downloaded and tried 3 games non steam, and the non steam games work perfectly no problem, all of them, oddly enough the shift key problem happens if i run smite through steam, but if i run smite through the independant launcher it works fine.
In the device manager, are the other keyboards faded? If so they were keyboard drivers installed which is fine. And be noted that some mouse buttons are recognized as keyboard drivers.

1.) Open Control Panel > Hardware and Sound > Devices and Printers;
2.) Right click on your keyboard, click on Properties;
3.) Go to the Hardware tab, select the USB Input Device under Device Functions, and click on Properties;
4.) Click on Change Settings, go to the Power Management tab;
5.) Clear (uncheck) the ‘Allow the computer to turn off this device to save power’.
If the above won't work, the only workaround is to remap the action from the Shift button.
