This is complete tarnation.

I have a friend that lives down in Europe. I live in Canada. I want to gift a game to him, but due to the regional gift restriction, I can't. He wants the game so badly but I just can't give it to him. Is there any way I can gift him this game?

Humble Bundle, Green Man Gaming, GamersGate, GamesPlanet, Amazon, all of them give Steam keys for games that can be redeemed on Steam. Just make sure you're buying a Steam version and not something that says DRM free, or pretty much any Ubisoft, EA, or Rockstar product because those three at retail will mostly give you a Uplay, Origin, or Rockstar Social Club key instead.

When you select the game. If there is no special warning then its a ROW key that can be activated anywhere.
