Humble Bundle, Green Man Gaming, GamersGate, GamesPlanet, Amazon, all of them give Steam keys for games that can be redeemed on Steam. Just make sure you're buying a Steam version and not something that says DRM free, or pretty much any Ubisoft, EA, or Rockstar product because those three at retail will mostly give you a Uplay, Origin, or Rockstar Social Club key instead.
If I purchase Dead by Daylight from "Humble Bundle", will it give me a ROW key?

humble will tell you when you only can activate a key in a certain region.

When you select the game. If there is no special warning then its a ROW key that can be activated anywhere.
If he wants it badly enough, he'll buy it himself (or you could send him the money).
