Report a translation problem
Around the internet, people are saying this is a problem when you check an item in Steam Market that chances the game, it's something about the item page, something like "?lang=xx" at the end of the URL...
I didn't understand well the reason that causes it, but I still didn't find a way to fix that.
If I reload Steam client (shutdown and launch again), it works... for several minutes, then falls back to Russian again.
Right now the same http://store.steampowered.com url shows English in web-browser, and Russian in internal client. Without any keys, and same "English" settings in both. :|
Wait... If it changes to default, there's anyway that we set the Default to whatever we want?
That should "fix" this problem, once this change back to default, it will change back to whatever we want.
Basically we will not see that problem occuring since default and what we want it's the same.
But if you want to experiment, go to language (for my Win10 it's All settings - Time and language - Area and language) and set your main language to English. I believe, it's the same for Win8, and different for Win7 (but essentially it's the same language pack loading, only with different interface).
set it to something else -> save -> set it to what you want -> save.
go:
steam settings -> web browser -> delete cache and cookies.
restart steam
if it is still not fixed, click both with shift+click or middle click:
http://steamcommunity.com/?l=english
http://store.steampowered.com/?l=english
they will open in a new window, do nothing else and restart Steam.
Let it be Russian, no probs. Save - Russian (everything became Russian, surprisingly). English - Everything became English. Yay!..

For five minutes. After that every new page became Russian again.
Oh, shortcut! Everything became Russian immediately!
Everything is English again. For five minutes (obviously, it's time for storing cached pages)
