Running steam on virtual PC questions.

In short, I want to run 2 different steam accounts at the same time. So i can be logged in in 2 different game accounts at the same time to interact with my characters in game.
I'm RPing on Conan Exiles, and have two accounts with two different characters. But to develop the story of the characters further, I need for them to meet in an RP event that we have on the server.
I was planning to run a virtual PC on my PC, so that I could use two different steam accounts and game clients at the same time on one PC.

Someone told me this: ''But before you go at it, see if Steam is ok with that. Some Gaming Companies aren't allowing virtualization due to the cheat options that hijacking and manipulating the network traffic from VM to the internet brings.''

So my question is if it's ok for me to do this, or can I get banned?
