this setting also works as it says, when a controller is plugged in, otherwise you wont get bpm overlay. it might happen that other peripherals identify as a controller.
There's no bpm overlay. There's only Start Steam in Big Picture Mode under interface :C I'm so confused.
If you didn't tell me to go into steam settings and interface I probably wouldn't have found the taskbar preferences set! :D I think that solved my problem by finding out where Big Picture was turned on! Thank you :D

the taskbar preferences have nothing to do with this. that is just what appears in the menu, when you rightclick steam in the taskbar.
But its doesn't bother me during games.
Okay I went to the ingame one and that checkbox wasn't even checked :/ I'm confused.
In Windows Control Panel, go to Gaming, and turn on the Game bar. After that, check the "Open Game bar using this button on a controller", and it will open the Game bar instead of going to big picture mode -- which opens a lot quicker, is a lot easier to get rid of. and is actually somewhat useful.
Well Xbox Live App Game bar is super annoying too. Also it doesn't ask me if I have a controller in. So I'm confused sorry.
