Insufficient Funds On Steam Wallet!!!
I currently have $12 on my Steam Wallet. While trying to purchase Cookies vs. Claus for $3, I got a message telling me that my Steam Wallet couldn't cover it. The same thing happens with discount games like Castle Crashers and Duck Game. Will this keep happening forever? Is there a way to fix this?

Is (a portion of) your wallet pending? Perhaps from a refund?

No I have never had a refund. It's happening to my friend too. I'll come back to the problem later once I get more money in my Steam Wallet.

so you really have $12 in your Steam wallet?

then fill out the >billing information< form as Steam asks you to do.

seems like some people mistake this Steams asking for a payment method, its not, its just asking fro your billing information, which is now required.
