If it uploads more than it downloads (which it usually doesn't), then increase your upload speed.
I mean, I suggest you get atleast 2mbps (2000kbps).
Your download speed should be enough.
If possible, increase your upload speed to above 2mbit and keep download speed.
@op: you are livin in a bad location for multiplayer games, it is just that simple. if the game allows self hosting and/or has dedicated server files, host a server yourself or rent a server in greece or somewhere other really close by.
ping/latency is all about distance, never about bandwidth. so increasing upload will not help you. you have a typical asymmetrical connection and the upload is sufficient enough to maximize the use of the download bandwidth.
